Victoriafag here. The Beagle is pretty nice. It's at the corner of Cook and Oxford. I go there regularly, and not just because it's close to my home. Good food, very comfy.

Not sure it counts as a pub, but the Sticky Wicket is a good choice if you're downtown. Last time I went they had a good deal (by Victoria standards) on a 3 course steak and lobster meal.
