The only exceptions I would note are that rural areas in the south have great food, regionally speaking. louisiana crawfish boils, BBQ between Dallas and Austin, seafood on the Florida panhandle, and whole hog bbq in the Carolinas. A lot of those aren't or in some cases can't be done properly in the cities

South Dakotan here, most of our cuisine is similar to what you find in the rest of the midwest, but we do have some specialties. Chislic, seasoned cubes of red meat served with little toothpicks is really good. We also have a lot of pheasant to hunt; eating hours after you shot it is really damn good. Same with fresh caught walleye.

And as a note, those blue specs are the Indian reservations, which are not exactly known for the cuisine, well aside from Indian tacos. They are also probably the best arguement against UBI that I have seen.

Not really any relation to blue/red.

Coastal areas, regardless of the color, tend to have more multi-cultural food types. If you've actually travelled the world, you'll quickly find them all as poor mockeries of the cuisine they've imported, until you break into a $200+ fine dining threshold (that you'd find in any major city).
Regional foods are fairly subjective. What America offers best is actually their ingredients directly in local agricultural celebration- the fruits of northern california, the orchards or florida, michigan, the corn of idaho, iowa, pork in midwest or beef of the southwest, cheese of wisconsin, the maple of canadian border types, and so on. It's really no surprise, the specialty corn varieties of idaho that they produce and eat for themselves is really otherworldly in its quality and almost entirely unlike corn you'd find anywhere else. Does that make one of these places have the best foods? Certainly not, but it's a drastic improvement over the imported low quality imitations of coastal SoCal or New York.

In the end there's only one unified food category that truly rules across America, Barbecue. I'd easily throw a vote in the direction of Missouri Barbecue, or South Carolina Barbecue, or some other Barbecue style hotspot as the "best food". These hotspots are, not surprisingly, are gathered around cities and those cities, not surprisingly, are blue.

tl;dr if you want to eat the best stuff you gotta travel, and the best stuff isn't in America to begin with
