Any tips for cheap high calorie/high protein meals? Aiming for somewhere around 900/1200+ kcal per meal and around 40g of protein.

Good meal, I eat it several times per week. You'd have to double it to reach 1200kcal though.

40g in 1200 calories is a low ratio to be considered “high protein”. That’s 13% of cals coming from protein. You could probably eat 1200 calories of ice cream and get about 40g

Not really. Most vegetables taste good steamed with lemon or vinegar, and lots of other flavorings are low in calories like all spices, aromatics and other flavorful vegetables, soy sauce, etc.

That is not a good /fit/ meal plan. That example meal plan at the bottom is like 90% carbs.
You are not going to gain 20 lbs of lean muscle and 5 lbs of fat eating like that. More like the other way around.

To get /fit/ for cheap you should be eating a lot of frozen chicken breasts/thighs (buy in bulk), frozen fish, eggs, cottage cheese, rice, frozen veg, tuna when you can (not too much cause of mercury)

Depends on what you're eating them with I guess. If it's a heavy, fatty dish, steamed vegetables with vinegar are lighter and more refreshing to balance that out. Roasted vegetables would be too heavy in that case.
