The health department over-regulates street food (excessive health regs and expensive and restrictive permit rules). Bricks and mortar restaurant owners lobby to keep it that way because they're afraid of a free market.

because they use non-frozen ingredients. seriously, that's it. 99% of restaurants you go to, unless they're Michelin stard top 50 places, will be serving you frozen food. Freezing food makes it taste worse every time.
Stalls don't have the luxury of refrigeration and a lot of the time they use fresh ingredients they caught/gathered/grew themselves. Fresh ingredients seriously make all the difference in the world. I grew up with stereotypical white mom food, once I started cooking on my own I realized you're not supposed to freeze food unless you have to.
