Self-government is the baseline here. If not of the individual, then the family, county, municipality, state, and so on.
A law isn't just meant to protect a would-be victim, or find justice for them. Law is also meant to maintain the good order of community, then a law may be written to guard against individual behaviors that may be considered damaging to that good order. (ie. the "moralizing" laws against degeneracy)
Each community is governed by themselves. It's their choice to be a dry county. You don't have to agree with them.

Depends on the alcohol percentage. I use a reflux still that produces at 92.5% ABV, so it’d be close to Everclear. Pot stills produce at about 60% so they wouldn’t do quite as well.
