Other than lactose (the amount of people having a real lactose- ALLERGY is miniscule and with just an intolerance the amounts you have to eat are so high that you pretty much just cannot drink milk, but consume everything that had milk as ingredient) gluten is a real problem because of it now getting added into things in its pure form in high amounts.
Gluten is a natural part of wheat etc. but when preparing bread, noodles etc. traditionally it gets decomposed during the process. But the classic methods are time consuming, so instead quick methods with chemical help are used, it also often is added to products as an additive. That leads to gluten getting into your body in amounts it was not prepared for whivh for many people REALLY can lead to problems, at least far more than those wannabe lactose- intolerants.

Kinda this, honestly. The structure of gluten gets changed quite a bit by the fermentation process involved in breadmaking- particularly in sourdough breads or breads with a poolish-style starter. It's then a lot easier for people to handle.

There's for sure a ton of 'gluten-free' people who are just bandwagon-jumping, but I do know people who are actually celiac and it fucking SUCKS for them, it's a really terrible disease.
