Russian Tea Room in NYC probably the "fanciest", 7/10 but fun atmosphere.
Herb Farm in Seattle the most legit though, only place I'd ever give a 10 to. There was a fancy non alcoholic beverage pairing for each course, including this amazing nettle soda that I'll never taste again. Each course was just fire, they had live chamber music.. quite an experience

>My husband and I had dinner here on a Sunday night in August. We had the 100 mile dinner. We have eaten at many "fine dining" establishments together and this was not one. It is a jokw to call this fine dining. The best way to describe it is a type of Disney land for restaurants. It isn't personal in any way. Everyone is seated at the same time and served each coarse at the same time. This is just not ok for fine dining!!!!! There are large communal tables seating 20 or so people and tables of 10, 4, and 2. So the 2 tops end up waiting for 30 mins between coarses as the huge tables finish. Then the next coarse is served in no particular order. So sometimes the large tables would be served first and we would wait another 10 mins. No one ever checking on you to see if you would like more wine or if you are doing ok. Just not service that should come with $200 plus a person. Then multiple tables had peoplke with huge SLR cameras taking full blown flash photography throughout the 4.5 hour meal. So to sum the service up...Awful!!
