How to fuck do you "simmer" something?
I can boil water easily, but whenever I try to reduce the heat and bring it to a simmer there ends up being no bubbles forming at all, so I increase the heat by just a little, and then suddenly it's at a full rolling boil again. How do I get to that midway point of just a few bubbles forming randomly? Is there a consistent trick? I keep fucking shit up because they boil longer than they're meant to

I think the problem you're having is that you're expecting a simmer to be moderately bubbling over, which is quite close to a boil. All you really need for a simmer is seeing some steam and hearing some hiss. The contents of the pan will be sucking up the heat from that alone. Use lower temperatures especially if you are using a lid. If you're worried about undercooking stuff like potatoes, poke holes in them with a fork so they are thoroughly cooked inside. Or try baking vegetables, that's an even easier option.
