It was actually failed protectionism.
The US sugar industry lobbied the gov't, complaining they couldn't compete with imported sugar. As a result of the quotas and duty the price of sugar did indeed go up. But that backfired as the major industrial producers switched away from sugar instead of paying the higher prices. It's a great example of how government fuckery in financial markets leads to unforeseen consequences.

Sugar, salt, and fats were all rare in the human diet for millenia, as sugars were largely supplied by seasonal fruits or honey, salts were hard to find beyond the oceans, and wild game are far leaner than the standard raised livestock with far less fats available. As a result, our brains became wired to heavily reward us with a nice dopamine dump when we found those things in the environment. By making those items taste better than others, it ensured that we consumed those rare ingredients for the nutrition and energy they would provide us.

That's no longer the case today.

However, our brains are still rewarding us as if that shit was rare, making it FAR more difficult for some people to resist that shit. Combine that with the constant barrage of shilling for "foods" loaded with that crap, and you could rightfully say that there is a segment of the population that don't have a choice, because they don't have the same kind of self control. When that segment is 30%, as it is today with obesity/beetus, then that demonstrates an exploitation that needs to be checked for the benefit of us all.
