What's hard about making tacos?

Same reason they can't make a "good" pizza, whatever french garbage, or chinese this or that.
Availability of ingredients, not knowing the techniques or recipes, and different flavour profiles and preferences. Even most "Mexican-Americans" can't tell you fundamental things such as which side of the tortilla does food belong in? (Yes there is a difference on the sides of them, check the texture).
However depending on where in the USA you are, one can get very good tacos.

American here. We have plenty of illegal immigrants straight from the homeland to cook authentic tacos for us here in California. Lots of authentic Latin butchers to get all your cheeks, lips, heads, and all the other authentic cuts of meat if you want to cook your own. The local Mexican market makes fresh tortillas in-store every day. I can easily buy things like tomatillos, dried chilis, and spices at most markets. Recipes are readily available online. Who has problems making tacos, again?

You can get perfectly good tacos in the US. The US is filled with recent Mexican immigrants and they make the same food that they do in Mexico. I live in Brooklyn and I eat good, authentic Mexican food all the time
