2 cups water

drink two of those a day
if you buy the oats in 50 pound bags online and buy the big peanut butter tubs at the store this is $10 a week and 3000 calories daily

For me, it's the McDouble. The cheapest dollar to protein ratio easily available.
Protein is very satiating. I would also recommend ordering them without ketchup as the sugar in it will make you hungrier faster.
You could have 2 McDoubles a day for less than $20 a week (less than $30 for 3 McDounles a day) depending on your country. Also drink water, obviously. It's free and chances are you should be drinking more anyway.
I lived like this for almost a year and ended up pretty good. The money I saved afforded me a gym membership and I got nice and lean, while almost never getting hungry.

Buy in bulk, filling staples like rice or potatoes. (Pay attention to unit pricing, a few times I found the smaller bags were being sold at a lower cost per unit).

Actually plan your meals.

Find a farmer’s market.

But lower cost seasonal vegetables.

Maybe grow your own.

Find an Aldi store.

two 40 pound bags can sit in any container with water 2 inches past the food line and become eatable with heat. Two 40 pound bags also fills your caloric needs for the month presuming you divide them into 30 days. Expect to spend $40-60 for that for the month. Spend the rest on a crockpot and seasoning so you don't have to go insane cooking and a lot of limes or lemons to prevent scurvy. Or a multivitamin.
