I don't get why this is such a story. The norks get a shit ton of their food from fishing. They have a giant fleet of suicide shrimpers. Like 2 years ago the story was that they lose 15% of their fleet every year because they are super shitty boats, but the fishermen have to go out or get shot for not fishing. Based on the pictures OP provided, the restaurant looks absolutely gigantic. It usually doesn't make economic sense to have dining facilities that large unless there's something like a huge shopping center right next door.
There's two possibilities I can think of:
1. The prices are outrageous.

It's acceptable to say "atomic powers" to reference a government having atomic weapons, in fact it might even be better, because it was the terminology of the early cold war, when "atomic weapons" was still a thing people said.
