They are, but they often discriminate based on race. I used to work in a Thai restaurant and the owner would stick her head out of the kitchen when anyone ordered hot, Thai hot, or double Thai hot. I often heard her say “oh nooo, white boy look like rittle bitch, I no do it so spicy”.
I would have to beg for my shift meal (deducted from my paycheck, had to bring my own Tupperware or she would charge me for the styrofoam box) to be ACTUALLY hot.
She did this because stupid faggots would demand a refund because it was “too hot”.
Just really drive it in to your waiter, and ask them to tell the chef explicitly.
