For brain development both cholesterol and fats are absolutely key. Babies without sources of either grow up with extreme mental disabilities.

Those that eat more fats and (both vegan and animal (obviously just fats, cholesterol is only from animals)) have lower occurrence rates of dementia and Alzheimer's disease. Soy based formula might have problems, soy is an allergen for instance though so is cow's milk, but it doesn't generally kill babies. The parents who try to feed their kid non formula food the first year do tend to kill their kids cause they are morons. There are morons who kill their kids with junkfood diets too.

Nestle is also launching a potato based formula for babies with soy allergies. Mass market launch any way, they already had it as a medical product. That's the great thing about science, we can stuff almost any nutrient in food from a vegan source.
