All night I was wondering if shoulda asked her out but I didn't know whether it was inappropriate or not, so I didn't, I just assumed she was being nice because that's her job but still, I kinda regret it quite a bit.

See what you got to do OP is plan, plan and then plan.

First you should have stayed behind and waited to she finished worked, then followed her home to suss out her living situation, you gotta know what you're up against (boyfriend,father, protective housemate).

Now you know where she lives you gotta find out her name, this can be done when no one is home and going through her mail, once you have her name you should easily enough be able to find her online and figure out her lifestyle and habits.

After doing some reconnaissance for several days or weeks you should know enough about her to go back to the restaurant and charm her with the things you learned about her and since you should know her local hangouts you could randomly bump into her every now and then to break down the stranger barrier and not seem like a creep when you finally ask her out.
