Depends on the city, I guess. Where I live there is no such thing as a general "business license"--it doesn't exist at all--though there are a variety of specific permits that may or may not apply depending on exactly what your business is. The closest thing is a sales tax and use permit which is required if you are selling a product to the public at retail, but it wouldn't be required for a business that was only doing B2B business, like a mid-level wholesaler. Here, a restaurant would have to have 4 things, all posted:

Lawfag here. Generally, a "business license" is something that says that you agree to collect and remit sales tax, or other applicable taxes. Anon is correct that, generally, you will need several licenses or certificates to open a restaurant and/or bar. But, that usually doesn't include professional licenses (except maybe food handler, which I don't consider a pro license, like nurse, contractor, PA, doctor, lawyer, etc.). In my field, I have to be "licensed" as an attorney, aka admitted to the bar. There really isn't such thing as a general "business license," in my experience.

There are still alot of these around-not a chain but Konnors Kountry Kitchen etc. Legend has that there was a Konnors Kountry Kitchen on an interstate in Indiana with the sign in neon and the Ks oversized so for about 2miles you just saw K_K_K in red neon for 2+ miles out. They were a Truck Stop kinda place and the only one for miles and got bought out by a big gas station and a McDonald's or like that. I heard about it a lot from both sides so it may be an urban myth.
