Nutmeg in pasta sauces isn't uncommon, and it used to be a lot more common to flavor meat with spices like clove, cinnamon, nutmeg, etc. I don't like nutmeg much but cinnamon and clove tastes good with meat and bean dishes. It's really easy to add too much of them though so you have to be careful.

It's Greek, and as an American riff on a Greek pasta dish the cinnamon totally works. Calling it chili and topping it with a mountain of shitty cheese are the crimes here. That, and overcooking the pasta.
