To be honest, I'm not sure. I'm not a biologist. But IIRC the reasons are actually not fully understood. During my down time during my PhD I borrows a book from the library from the late 70's on methods of disinfection and sterilization (a tome of some 800 + pages) fascinating read. The data they had suggest a multi-log reduction in efficacy for ethanol concentrations +10% above or below 70%. Startling. That said disinfection is totally useless for anything that requires sterility. Disinfection is ok for a surgeon if the patient has a strong immune system capable of handling foreign non-innate pathogenic bacteria but a patient with a compromised immune system or for pathogenic bacteria sterilization is necessary and effectively impossible. A tough situation.
