Use a skillet and just enough water to cover the pasta.

You don't actually need a huge pot full of water to cook pasta, plus using a small skillet gives you a lot of extra starchy pasta water to thicken your sauce.

Our ovens/ranges, Aircon, and clothesdryers all run on 240. It's only the normal "wall outlets" which are 110.

salt will make your water come to a boil slower, add your salt before you add your pasta or veg etc,
just put a tight cover on it and high heat
and anon above might be right. water don't want to boil when your watching it. it's finicky like that. but you said you were not paying it much attention so you should be good there

It's illegal if there's someone in your household under the age of 18, but you can change your water heater settings. Change it so water from the faucets and shower will be extremely hot, burn you if you let it. That's how I used to get my boiling water started for pasta, saved some minutes.
Or if you have a large enough electric kettle/it holds as much water as you need, it's very efficient. In about 2 minutes i'd have boiling water to pour in my cup ramen

I replaced my hot water system last year and by law the plumber had to fit a mixing valve so the hot water mixed with cold water coming out of the system.
No matter how high I turn the heat up on the hot water system it only comes out at 60° C

Get a portable induction top anon, even a 2000W one will bring your water to boil quicker than anything else, much faster than gas. They are very efficient too, with little excess heat and if your noodle water spills over it wont burn onto the surface because nothing is hotter than 100°C. If that is not enough you can get industrial/commercial grade induction cooktops that deliver up to 3500 Watts.
