No. The fish are dried only of excess moisture.
As you probably read from wikipedia, the fish are small.
The baking process is several hours. Because the fish are small, they cook to be very tender, but long baking time inside the dough dehydrates the filling enough to not result in goo, but a pleasantly juicy filling.
A fatty cut of pork is always used in the filling to give the end result the needed moisture.
Don't dismiss it until you've tried it. It's actually delicious
