Rice, beans, and frozen mixed veggies (or cruise farmers markets for cheap fresh stuff). Build out a spice rack while you can, and add fresh meats, fresh fruit, and additional variety when $ allows.

Don't rely on only white potatoes/rice/ramen/bread so that you don't kill your pancreas from constantly elevated blood sugar. And if you don't have time/don't want to cook you can microwave the frozen veggies for a few minutes.

Vegetables, salad, eggs. Bake your own bread if you have access to an oven. Pasta is cheap, make some sauce with a can of tomatoes. Fried rice is cheap and you can throw anything in there.
