Orange Bank (an online bank run by ING) tried this about 10 years ago. The idea is to appeal to people who are scared of online banking, by having a physical location to convince them that it's real, without actually doing any banking there.

It's a stupid idea, because anyone who is afraid of online banking isn't going to be swayed by coffee, and they shut those down after a short while. But maybe part of it was that nobody knew WTF "Orange Bank" was.

Capital One has a more recognized brand, chiefly among fuckups who don't know how to handle money, so maybe their market research convinced them that it would work better this time.

They're the big national bank that focuses on secured cards, ie they give you a credit card if you also open an escrow savings account that they can draw from if you stop paying. It's less people currently being bad with their money and more people who were broke in the recent past, since doing this is exactly how you get back on the wagon (it shows as documented savings plus also hopefully a documented record of making payments.)

This may actually be a good idea if they take payments in person, since a lot of the time whatever you fucked up to not have access to normal credit also means that you can't get a regular bank account to pay your credit cards from and puts you in the trap of needing to either go to the post office during work hours or pay Western Union ten bucks every month to send your card company $50.

The credit agencies used for credit card accounts are different systems from the ones that handle bank accounts

To get a visa for example they pull from transunion or similar, which tracks current debt load, missed payments, and credit line applications

To get a checking account they pull from chex systems which tracks check fraud, overdraft history and such

In practice it’s highly unlikely anyone would be in a position to apply for a card, secured or otherwise, if they were in such bad shape that chex systems blacklisted them from ordinary consumer banking

In theory this is true, in practical reality completely defaulted payments usually come after a few months of overdrafts while you try to skate. Even the most desperate people will try to shit out a minimum payment because they know what missing it does to credit checks, and that's often a recipe for five or so overdrafts in a single day as that one gas station which processes weekly closes out your five separate purchases of $5 in unleaded right after you drain your account on groceries and making your credit card payment.

I dunno what the cafe is I have never seen any ads for it in my statement. But I dunno where these guys are getting the capital one is bad thing. My second favorite card is my venture card, I get double points at resturaunts and triple at hotels. The miles aren't bad to use. And I have a 5k limit with a 720 score. And it is my only product with them so it is not secured.

They're the bank equivalent of walmart. The employees are not intelligent, and the products are at best, passable. Any kind of complicated request has to be explained like 4x and they end up fucking it up. Not really sure if it's because they don't care, or it's just the "stupid people haze" that comes from being around, and catering to, dumbfucks, 24x7. They get by on staking out the "poor people" slice of the pie, and the other companies are happy to leave them with that.

If you were to ever get a higher tier card, say a Chase Sapphire or Discover or Amex Blue, and have a reason to interact with a call center, you'll see. Night and day. It's like transferring from DeVry College of Criminal Justice (nights and weekends division) to the University of Pennsylvania.

Perhaps in the us. Here in Canada we (at least the bank I work for) use Equifax for everything from overdraft to mortgages. That said we also have a regulation called "Access to basic banking services" whereby we're legally obligated to provide you with a single chequing account unless you've been trespassed from our property.
