it's a rule of thumb so you can have a good wine at home in a larger quantity to use it for cooking and for drinking
many people dont put so much effort into it and have two or more types of wine at home
if you found a good wine, you can buy three bottles of it and use it for both. and of you buy a second wine, it usually will be a red wine if you already have a white wine at home. and you don't drink red wine to a meal cooked with white and vice versa. so you drink the wine used for cooking (and cook with your drinking wine, it's the same).
