Whether you're after health or taste, that's the wrong path to start down. Good tea doesn't work that way.
I usually recommend online loose tea vendors like Yunnan Sourcing; however they specialize in pu'er and other Chinese stuff, which you're reluctant to drink (I urge you not to be too strict about that; there's a huge range of quality in Chinese tea, and plenty of farmers are more stringent about e.g. heavy metals).
China makes the most tea of anywhere, in a wider variety of styles; with it out of the picture, I really don't know what kind of tea you want. Greens? Look to Japan I guess, it's the only other major player in that scene. Taiwan oolongs are pretty cool if you want something different.

Mostly you'd be looking for the tea leaves to be whole and unbroken. More broken up or very powdery teas would indicate lesser quality. If it's rolled into balls, they should unfurl completely after steeping.
Twigs sometimes show up attached to the leaves, but too many does indicate either a lack of care during processing or being kept as intentional filler.
Of course, just tasting the damn thing works too. Lesser tea tends to brew up more bitterly and hold up to fewer total infusions. Old or improperly stored tea will go stale and taste more like hot water than anything else. Flavored teas have a bit of a bad rep since there is a tendency to abuse the fact that they are flavored to mask lower quality ingredients, but whether or not you go for them is up to you.

Short answer: Depends.
Full leaf green and oolong can be brewed upwards of a dozen times before they lose potency, whereas black tends to be a few at best.
Brewing styles also differ. Western style uses a small amount of leaves to make a larger cup, but you'd only manage a few infusions with it. Gong-fu uses much more leaves in a smaller amount of water to make many more infusions, but they're obviously less volume.
Of course it all really depends on how far you're willing to go, some people don't mind later infusions getting weaker or more bitter.
