Make a list of 10-15 (varied) recipes you want to try and get all the ingredients. Get more of those that are staples, like vinegar, mustard, pasta, canned tomatoes, etc.

>neutral, high smoke point oil like canola
>good olive oil
>flour
>sugar
>acids: lemon, white wine vinegar, sherry vinegar
>spices: depends on what kind of cuisines you often cook. Look into that and get basic seasonings accordingly.

oregano, thyme, rosemary are all great to have

lemons are cheap and are great to juice

pic related is good shit too if you're not making your own kitchen stock

i like to have a couple frozen chickens if i think ahead to cook one the next day

potatoes, super easy to cook and a ton of different ways to cook them

onions and garlic are cheap

Potatoes - can be eaten any time with any thing, long shelf life
Kosher Salt - can't cook without it
Spices (you'll figure out what you need as you cook more, I recommend Garlic Powder, Onion Powder, Cumin, Cayenne Red Pepper, Paprika, Black Pepper, Red Pepper Flakes)
Herbs (same as before, Basil, Thyme, Oregano, Bay Leaves, Rosemary)
Sugar - for baking, curing, making drinks
Flour - baking, fry batter
Baking Soda - for baking, cleaning, and keeping your fridge odor-free
Eggs - too versatile to explain
Cooking fat - depends on what you're making, you're likely going to need multiple types. I keep peanut oil for my fryer, vegetable oil for baking, olive oil for pizza and pasta, butter for eggs and baking, shortening for baking or pan-frying, can of spray canola to lube things

Figure out what you're gonna cook before trying to collect everything.

Take at least one of each tier, in order of importance:
- Rice, pasta, potatoes (energy, keeps for a long while, buy in bulk)
- Chicken breast, green peas, lentils (main course, cycle and/or combine as you see fit)
- Onions, carrots, green/red pepper (nutritive flavor)
- Salt
- Oil, butter (frying)
- Banana, apple, pineapple, yoghurt (dessert, doubles as breakfast)
- Vinegar, black pepper, cumin, tomato sauce (non-nutritive flavor)

Shop around, replace as you seee fit. Always consider this: price per kcal, price per kg, time it'll keep
