There's a lot of ways it could be done. The easiest way would be to follow a blue cheese dressing recipe, but replace blue cheese with cream cheese. A lot of oil and an adjustable speed blender or food processor would work, but it might foam if you're not careful, and you probably want to add some seasoning and herbs, even if not, maybe start with an egg yolk and emulsify, mix in cream cheese after.
