No. You can cook them "slow and low" in the oven but keep them in a foil pouch. Then take them out and sauce them. Broil to caramelize the sauce

Okay. Here's what you do. Season to taste. If you want, put a little apple cider vinegar in each pouch. Wrap them in foil; they should each be in their own individual pouch. Put them on a sheet pan, then set the oven to 180 degrees F (88C) then let them bake around 6 hours. Once they are done, sauce them if you want, then broil till the sauce crusts and caramelizes. Done.

Chinese fast food restaurants boil ribs in spices and herbs and then deep fry them when it's time to serve. They use the liquid to make the gravy too.

For oven ribs I do 2 hours on 250 wrapped in foil and 1 hour unwrapped at 350. then a final high heat broil after sauce has been applied.
