It's probably because the owner of that particular store is a Jew who tells his employees to deliver outside of the actual delivery area.

I used to delivery for a small-town Domino's and our delivery area was stupid large. Put like 10,000 miles on my car in 6 months.

They have a set area that they are not supposed to deliver outside of. I believe this is so the different locations arent competing with each other. They deliver to you because you arent in another managers territory and you are close enough for the manager to take your money.
