I thought when you're heating meat you had to make sure it's piping hot to kill bacteria?

I mean yes obviously that is already cooked meat, but still, doesn't lukewarm meat just attract microbes and shit?

Yes.

That's a common rule of thumb for leftovers.

You don't want food to be lukewarm for extended periods of time. The extended period of time is the key point. Those are kept in the fridge for storage, then you heat them up when you eat them. None of that process involves warm temps for a long time.

Piping hot or none at all. Fridgecold meat is good to go, completely heated meat is good but just warming it up wakes up the bacteria.

I doubt it.
I think the whole point is to inform customers that it's not Chinese chicken, or chicken from any other source which customers might consider to be shady. Of course, saying that would be racist, so they simply say it's local instead.
