I live in Western WA, just a bit south of Tacoma, and I can regularly get chicken from a local butcher for much less than $2 a pound. Roasters with giblets are around $1.60-$1.90 a pound, or less when it's offered as a weekly special, and parts can get as low as $0.49 a pound depending on parts and the season. The only time it's above $2 a pound is if you're getting boneless/skinless, but if you're poor you should be paying less for the bone in cuts so you can use the bones and scraps to make stock.

Seriously, find a local butcher for your meat, or go to ethnic markets. Paying supermarket prices for shitty Foster Farms or Tyson is dumb as fuck even if you aren't living hand to mouth.

When we were first married and had our son, we were poor as fuck, because we were both still finishing uni. We lived on about $25 dollars a week, give or take a buck. For groceries, that's not counting diapers and other baby necessities (which is where most of our spending money went, after paying bills, tuition, books, etc). And we never went hungry, we always had decent meals, that were nutritionally balanced. We ate a lot of the same things every week, but they were nice things, like lentil-vegetable soup made with a cheap beef bone or pork hock, cold Asian noodle salad, tuna pasta salad, fried eggs sandwiches with tomato, spaghetti with homemade sauce, bean and rice burritos, and I always made sure we had some kind of fruit, usually apples since they were the cheapest. I also did a lot of foraging, because we lived down the street from a huge park and bird sanctuary, so we'd pick wild greens, watercress, nuts, cattail roots, wild berries, etc.
Luckily we are way better off now, since we both have careers. But that was an excellent learning experience and I don't take things for granted because of it.

I make curry and I don't really know how much it costs but it's pretty cheap.

Flour, lard, bulk curry powder from WinCo and some garam masala form the curry roux which I make in large batches and freeze.

I buy value boxes of four kinds of meat totalling 10 pounds for $20, just chicken would be cheaper but that's boring. That gets used in 8 pots of curry(so about $10 on meat per month).
The chicken has bones so I only need 6 cans of beef/pork broth per box, has to be cans because that powder shit is disgusting.
Then each pot has two carrots, an onion, three potatoes, two bell peppers , an apple and a small tin of tomato paste.
Serve with hot rice, each pot is about a week of food.
