"raw" is rarely safe (fish being an exception only because of the higher default salt content), "uncooked" is ok because technically cured meats don't have to be cooked, just salted enough to kill whatever's in it. Screwing around with the pH can have the same effect, but unmanipulated meat is basically guaranteed to have something living in it.

Tried steak tartare while in France.

I was so jetlagged that my appetite was zapped for the first four days of my trip (first time flying transcontinental)

It wasn't bad, wasn't great. Only way I can compare my experience, is to eating a piece of bread and just that piece of bread.

It tastes as you expect. Raw meat. Not bad, not great, just what it is.
