To actually answer the question, the hat is there to keep hair out. As to why it's so tall, it typically represents rank in the kitchen. The chef wears the taller hat where the line cooks wear short ones. Think it originates back in france where they wore the clergy hats when they were hiding from all that execution going on in nobility or some shit like that.

the pleats in the toque signify the number of ways a chef can cook an egg (ie: custards, sauces, and foams). a toque was only worn by a chef back in the day signifying his or her status in the kitchen among the rest of the hierarchy of the kitchen.
