I made something similar except with a cajun seafood spin. I used shrimp stock instead of water and added a little milk with takes the edge off the starchy-ness. Bring the milk and liquid up to a very slight simmer slowly so the milk doesn't curdle and it all works out fine. A delicious cream-like sauce except far few calories. The point is the starch can be dealt with in various ways. This is just my example.

In Italy they regularly add a ladle-full or two of pasta-water to the sauce in the end, together with the pasta before mixing and some recipes (usually cucina povera-type dishes) are one-pot pasta dishes because it was a cheap and easy way for poor people to get thick, creamy sauces and an easy way to make a sauce "come together".
