Honestly, I've wondered what the association with cognac (and really brandy in general) is

My initial assumption was that it had something to do with it being accessible brown liquor without the same associations with the deep south, history of racism, etc. that bourbon has. The fact that bourbon is less common but Crown Royal is as big in black culture as it is, at least circumstantially adds to that theory.
Then cognac is top-shelf brandy, Crown Royal is top-shelf Canadian. Moreso than white people, black people tend toward having standards of what they drink, even if it means having less of it. Whether this is for show, conspicuous consumption, etc. I can't say.

Also, I read something a long time ago about the cultural exchange of black American soldiers returning from WWII with a taste for cognac, similar to the way pommes frites came to America. I can't verify that, but it's probably worth noting.
