It's no less a change than physically swapping out the network interface hardware, nothing on the network knows any better if you tell your device driver to use some MAC of your own invention, see "are you being pedantic" which you are. There are many reasons for spoofing a MAC address, most of which involve circumventing some mechanism that is based on the assumption that MAC addresses can't be (or in practice aren't) changed, go google it since you seem either remarkably out of touch with technology

The point in this case is that the ISP's mechanism for giving out a new IP address is often (not always) based on whether there's "new" hardware, and the (flawed) assumption is that if it's a MAC address they haven't seen before, it must be a new piece of equipment.
