Protip: For the most part, a brand of cider that you can buy in a 6-pack is about as complex as a brand of beer you can buy in a 30-rack.

Stay away from anything with a TV commercial(Angry Orchard, Woodchuck, Smith & Forge, etc.) and you'll be way better off; find a big liquor store and start looking at singles. Pick a few based on gut feeling and then when you drink them, take notes - even if the notes are just in your head. If you like or dislike one, check the bottle for descriptive words ("woody", "vanilla", "berry", etc.) and then once you've drunk up and noted all you've bought you can refine your search and/or branch out even further.

My personal favorite is Bite; its 7% ABV and comes in 16oz. cans so each one is roughly the equivalent of a double of 80 proof and it's extremely dry and tart with strong carbonation.

Got a beer from work. Super tart, the acidity is almost vinegar like (not in a bad way), and the blood orange juice is really prevalent. It's nice, I can see why people swarm the brewery to buy this one when it releases.

While this is obvious bait I'll take a stab at it.

About 25 years ago I read an article in Cigar Aficionado. They were discussing the perfect cigar. They talked about the consistency. They talked about the draw. They talked about the wrapper and binder. They even talked about flavor and aroma. But they never talked about "best". You cannot talk about best in something like this. It's too subjective.

In the end it comes down to personal preference.

The west coast is definitely the worst at IPA, which is really disturbing when you consider how they were popularized there and are even more common than elsewhere.
Its partially the plight of the early adopter, a lot of the flagship west coast IPAs were created at a time before people really figured out what makes a great IPA and before many of the tastiest hop varietals were commercially available. Its the midwestern lead citra/mosaic trend that really made IPA great
