Yes, most cheap hot dogs have added water. The added water being turned into steam is what makes them plump up. One particular company used that as a marketing strategy.

It's not a good thing. They were basically saying, "buy our hot dogs! We pump them full of water to make more money but you think you're getting more for less!"
