I usually skip it. But that said if you want a really even perfect dice then you ought to do it. Most of the onion chops fine regardless but if you skip step 2 you can get some longer pieces at the edges of the onion where layers are more "vertical".

Pro tip: if you're chopping a lot of onions, step 1 should be done to every onion first and on a separate cutting board. You don't want the skin to get mixed in with the chopped onion.

Once you get them peeled, chopping an onion should take no more than 10 seconds and can get you fired or moved to another position if it does.

First, I usually freeze my onion for at least 15-20 mins so that it doesnt make me cry.

I don't have any sort of food chopper and I've found the easiest way to "dice" onions is to cut it in half and then cut a small grid into it but dont cut all the way through. Just cut ALMOST to the end of the onion..
Like I said, make a grid with your cuts all the way across and cut far into the onion,
then turn on its side and make small slices so that they come off in little chopped onion cubes.

depending on how big they are, I'll sometimes chop a bit more after I cut all of it off but usually it'll work for dicing.
