Food stamps don't prevent booze and drug trade, they just make nonperishable food items (like coke cans) the currency for it. It's a nice idea, but doesn't work.

What works is getting the damn people jobs. For that end, cash welfare works best, especially if you can still collect welfare when employed in a low-end job. It's basically minimum wage, but the cost is spread on all employers and employees and not just the low-end ones.

Except EBT is valid on all food or beverage purchases except hot (or once hot) food that can be eaten as-is/immediately nor alcohol.

For example, as said in >>6670875, EBT can be used to purchase prepared cold sandwiches, cold foods and heat-at-home foods but not prepared hot foods that are able to be eaten as-is/immediately.

Most major supermarkets in the United States have a hot-bar or similar set up for the purchase of hot food. Hot-bars are basically by-weight buffets rather than AYCE sorts and can include things like macaroni and cheese, hot dogs, hamburgers, fried chicken, fries, stewed or sautéed veg, meatloaf and more. Hot-bar foods are ineligible as EBT purchases because they are hot and can be eaten as-is/immediately. This seems arbitrary, but it's to prevent EBT being implemented by fast food corporations such as McDonald's in order to take advantage of the poor.

Cold prepared foods, such as sandwiches, deli pizzas, frozen meals and the like are perfectly eligible as EBT purchases. Some Subways take EBT.

Two common activities in poorer areas include selling dinners and selling foodstamps/EBT.
To sell foodstamps, a person on EBT rents their EBT card to someone they trust. If the card has $200 worth of foodstamps, the rented price is $100. The renter has then paid $100 to get $200 worth of food. The card-owner has profited $100. Once the purchases are done with, the renter returns the card to the card owner.
Selling dinners is more common among older black women than any other group. Someone selling dinners will spend all their foodstamps on bulk purchases of ingredients to keep costs down, cook several main courses, side dishes and desserts then sell platters at $5 each to purchasers. $200 worth of foodstamps can then earn about $1000, a profit of $800.

See, EBT is a federal thing, so all stores in all states that accept EBT have to follow the same rules. If fresh herbs are EBT-eligible in California they're EBT-eligible in North Carolina, too.
Furthermore, EBT can be used to purchase, as >>6671037 said, to buy things for growing your own food, as well, such as food crop seeds, veg and/or herb plant, fruit trees etc.
Some stores can choose not to accept EBT at all. However, if they accept EBT, they have to accept it for all items they sell that the federal government considers eligible as EBT purchases, such as herbs, frosted flakes and live lobster.

I've questioned the legality of the store in question doing this, but I've seen EBT used at a wet-market in my area to buy slaughtered-to-order chickens and rabbits, live hens (for eggs, I assume) and feed for chickens.

Similarly, I've seen some "ethnic" grocers illegally accept EBT for hot barbecue purchases, soap and baby formula (which is also ineligible for some reason).

If you have a sick baby, WIC may not cover the type of formula you need even if you have a doctor's note, and you can only buy formula with WIC up until the baby is 12 months old.

Over the years I've learned you can basically buy whatever you want on EBT if you've got cash benefits or know how to work the system. If it's just EBT for food, it's non-hot foods. But you can use it to buy Red Bull and things like that...

It's complicated, has a lot of little rules and exceptions, and I've given up on getting mad about it.
