soaking pasta works quite well. cooking starches like pasta or rice involves both hydrating and gelatinising the starch - if you soak your pasta you can then just expose it to heat for a few minutes and it will be cooked nicely. you can do this with risotto rice and then cook it in a more heavily seasoned liquid to make a risotto in like 7 minutes.
