Anon might be an Italian. As far as I know, only Roman and Bolognan lasagne have bechamel sauce in there but other regional sorts might, too.

In my part of Italy, short of the fior di latte in the casserole itself and the parmigiano or grana used to top it, we have no other dairy in our lasagne. No ricotta. No bechamel sauce. Just tomato sauce, pulled beef brisket, fior di latte and the lasagne themselves.

You put down a layer of ~, top with with a layer of c then a layer of M, ladle some s on top then, finally, adding another layer of ~ and repeating the whole thing.

The brisket is slow-cooked in the sauce, yes, but it's removed and pulled/shredded separately rather than mixed into the sauce, so I wouldn't necessarily call it a "meat sauce" because the sauce is made separately without meat. The meat is only cooked in the sauce once the sauce is already made. You could just as easily omit the brisket or swap it out for something vegemuhterian, so yeah: not exactly meat sauce.
