Not always, but storebought ones tend to be crap, yeah. I've never had a storebought frozen pizza that was worth a damn, but deli pizzas are about as good as an average takeout pizza and I tend to buy them to freeze when I catch them at a good price.
Why don't more people buy deli pizzas instead of shitty frozen pizzas? It's truly mind boggling.

I make my own pizza from time to time (I either eat homemade or deli pizzas; I can't recall the last time I had a pizza from an actual pizza place). The flour costs about 16¢. The yeast, salt and oil together cost about 25¢. The tomato costs about 25¢. The basil costs about 10¢. The fakemeout American, low-moisture "mozzarella" blocks costs about 50¢. This is per large pizza (16in/40cm diameter), give or take 20ish¢ if the oil happens to be expensive at that time or something.
It costs less than $1.50, tastes as good as or better than the average half-decent takeaway and takes little effort.
So: $10-$12 for a takeaway large, $5-$7 for a deli large or $1.50-$2 for a homemade large.

5lbs of bread flour costs $1.99.
1lb of yeast costs $2.49.
3lbs of kosher salt costs $1.69.
101oz (3L) of olive oil costs $14.94.
28oz of tomato costs 89¢.
1lb of fresh basil costs $4.99.
1lb block of low moisture, American mozzarella costs $1.99.

5lbs of flour can make 15 pizzas, so that's about 13¢ per pizza plus a bit extra flour for rolling (a few cents extra).
1lb of yeast can make 113 pizzas, so that's about 2¢ per pizza.
3lbs of salt can make 340 pizzas, so that's less than a cent.
101oz of olive oil can make 101 pizzas, so that's 15¢, plus a little extra oil to drizzle and stuff, so I consider this tag a bit flexible, up to another 10¢ more.
1lb of basil can make 40 pizzas, so that's about 13¢ (I was off by 3¢ in my earlier estimate, sorry).
28oz of tomato can make 5 pizzas, so that's about 18¢ (7¢ less than my prior estimate).
1lb of mozzarella can make 4 pizzas, so that's about 50¢.

All together, the ingredients alone cost about $1.12.

Depends what you consider to be "too much work." It's all of 20 minutes worth of work and none of it is strenuous.
Mix flour, salt and yeast. Add oil and water. Mix into dough. That's two minutes work.
Allow to rest a bit.
Knead dough. That's about five minutes of work there.
Allow to rest a bit.
Knead dough some more (another five minutes).
Allow to rest a bit then heat up the oven.
Roll out dough (1 minute).
Top with tomato (30 seconds).
Grate the mozzarella (if you've a rotary grater, it takes about a minute, otherwise, it'll take nearly an eternity) and top the pizza (30 seconds).
Shred the basil and sprinkle it about (15 seconds).
Drizzle with a little bit of OO (15 seconds).
Sprinkle with a little salt and pop into the oven to bake for 15-20 minutes.
If you make pizza schiacciata (commonly called "Sicilian" or "square pizza"), it's even less work (and costs less, too, because there's no oil in the dough).
