You're assuming that anything you mention has any sort of face value. Tijuana and Baja in general caters to tourists before anything. So while you do hear about assassination every now and then, you'll feel much safer there than 80-90% of Mexico. Just a daily reminder that Tijuana is one of the most visited cities, if not most visited city in Mexico. This isn't the early 2000's anymore, Tourism is coming back and they're going to take advantage of that

You make it sound that it's only catered to Tijuana. San Ysidro is the busiest border line and it wouldn't be if wasn't as bad as you make it sound to be. Now replace Acapulco and Torreon and you'll get a different story. Tourism in Tijuana is at its highest in years.

Mexico is hardly the third world. But to indulge your trolling, we now have more ingredients available to us than ever before, so we can cook a wider variety of foods than our predecessors. Also we have greater interaction with other cultures, so people are generally more open to trying different cuisines, instead of looking askance at anything that seems "ethnic".

Where are the really good cuisines? Many of them come from places with rich cultural histories, long growing seasons and easy availability of herbs and spices. Such places are frequently tropical or semi-tropical places still trying to catch up from the legacy of Northern Europe forcing Anglo-German style capitalism on them. Latin America, India and Southeast Asia all fit the bill, as do many parts of North Africa and the Middle East.

Young urban people do tend to move into immigrant neighborhoods, because that's what they can afford. I'd wager many young people in Brooklyn would not go to an upstart Haitian place because they already have a their choice of good ones in or near where they live.

Doesn't matter how you slice it, Mexico is a third world semi-narco state. Food is excellent though, most developing nations have great food since the poor have to make shit meat taste edible. Same reason French cooking developed.

French kinda happened the opposite way. Given, the use of herbs was because spices were traded for business, and too expensive to use casually. The frugality that gave us charcouterie pretty much existed all over Europe, the French just did it particularly well.

But French cuisines differs from most other cuisines in that most of the classic dishes were popularized in a top down manner, instead of ground up. In France the people copied the royal cuisine. In most other places the royal cuisine was an elevated version of the people's cuisine. Much less so in France. Many French home cooking dishes happen to be simplified versions of "classiques" that started out as meals for the royal court.
