Obviously Deckard orders a dish than can be eaten either with noodles or with something else, supposedly rice. This because he has to say explicitly 'with noodles', Otherwise the cook would have given him rice by standard. So it's not a standard menu item like Peking duck because those never come with noodles.

Maybe he orders something on the top of the menu card (hence the small number four - or two). In my Chinese restaurant that would be soup or starters.

Maybe he orders two portions of something. Spring rolls or chicken drumsticks.

They do clone animals, as it is explain in the book, but it's VERY expensive, so I doubt they'd use it for meat. Most people keep robotic pets cause they're cheaper so I guess meat would be insanely rare.
