Microwaving seems like a reasonably popular approach for cooking a single potato.
Fairly energy efficient, and fast...maybe 7 minutes instead of an hour in a conventional oven.

He presumably sprayed it with some aerosolized cooking oil...in the US, there are some well known brands (Pam), or generic brands of particular oils...they'd more commonly be used to spray on a baking sheet or in a pan. He just wanted some sort of oil on the potato.

It probably wouldn't. The final panel is the punchline, an allusion to a US spreadable oil product literally called "I Can't Believe It's Not Butter." It's a rather ridiculous name, and the attempt at humor comes from this guy cooking it so poorly, using a terrible oil, then (against all odds) proclaiming his satisfaction with those exact words.

Let's be real here. That method is the best time to taste method of baking, but a full spin in the oven still has higher returns.

Many stores in the US actually sell individually plastic-wrapped potatoes that you put into the microwave wrapped...I guess it traps in some added moisture or something, not sure. But a normal potato works fine. Or, as another anon said, start it in a microwave then crisp the skin in a toaster oven or regular oven.

This guys pulling your leg, but it's actually decent advice in general anyway - google "microwave baked potato" and you can see many reputable sites describe it, and you should read one of them for more details, like that you still need to poke holes in the potato.
