I think the wine glasses are filled fine, it's just that they are too squat. Bad design, in my opinion. I like glasses with the goblet a little taller than that. Then the same amount of wine would look proper.

Agree. While there's no obvious seam at the top of the pepper, I assume they have to be filled with something like hummus which the celery can be dipped into. I'm not saying that makes a lot of sense, but my brain is grasping to rationalize this scene.
