You know how they make waffle cones? I would imagine you'd have to get that hot plate with that design on it. It's usually a light egg/flour mixture that can be folded quickly.

If you don't care much for the design, look into making fortune cookies, but instead of folding them afterwards, just let them cool as the disk.

I remember getting these from waffle stands at fairs as a kid. Most vendors would offer an 8-ish inch version they would hand assemble for you upon ordering.
