It's called Sufganiyah (סופגניה) in Israel, and is the #1 food item for Hanukkah holiday.

In dutch they're called Berliner Bollen and they're filled with a Custard based vanilla pudding filling. Not quite as yellow as the picture though.

We have marmalade filled ones too but they are filled with Cherry flavored marmalade.
