Yeah, most places in Europe prices and quality are better. Went to Portugal recently, on a trip to an average grocery store in a somewhat wealthy neighborhood we got fresh baked rolls, mozzarella, ham, salad, a lemon, diet cola, chips, and two bottles of wine for around $15. Here in CO, the wine alone would be almost $15, unless you get the absolute bottom tier stuff.

Europe is not a direct comparison to the USA, There are far more factors involved, yes Portugal is not a fair indicator, neither are the Nordic countries, that earn more but pay higher taxes.

Today I saw a black woman walk out of the store with unpaid items as the associates tried to tell her to stop. Of course she knew that they wouldn't physically stop her. Security guards with the ability to arrest people should be the norm for grocery stores these days. I'm sick of seeing these people get away with petty theft because they can.
