It's got less to do with "cooked" and more to do with the way the meat makers handle it before it gets to the store. The difference between michael waveable frozen chicken nuggets and frozen chicken that says cook to 165 etc etc comes down to the cleanliness rating the manufacturer gets from the fda. It's all dictated by insurance companies. Sure it's cooked, but you could still get sick from it because the handling/packaging standards aren't as high. So they slap that cook to 165 on the front to cover their asses.
